State General Construction Permit (NPDES) Compliance
RBF Consulting (RBF) has the expertise and experience to provide guidance to
our clients to assist with compliance of State and Federal Storm Water Quality
Regulations during construction of Land Development projects.
Storm water quality regulation continues to evolve at both the State and Federal
level. Some recent changes to the State
Construction General Permit require new procedures in the field and for
the preparation of Storm
Water Pollution Prevention Plans (SWPPPs). California is now implementing
Phase II
Storm Water Regulations under the Clean
Water Act, which reduced the Permit applicability acreage from the previous
minimum of 5 acres down to 1 acre.
In 2004, the State Water Resources Control Board is expected to adopt a new
Construction General Permit. Potential changes could include stronger enforcement
language, Regional Board review of SWPPPs, additional runoff water quality testing
requirements, specific performance standards and increased training requirements.
Local Regional Boards, who are responsible for ensuring implementation of the
Construction General Permit, have begun an aggressive program to step up review
and enforcement of the permit provisions. Cities and Counties are also dramatically
increasing inspection and enforcement on construction sites to comply with their
municipal NPDES requirements.

1. Onsite Training: For office and field personnel. RBF can also provide current
information on regulatory requirements through a newsletter or similar format.
2. Construction Site Inspection: Site inspection including SWPPP review and
implementation of Best Management Practices (BMP’s) in the field.
3. SWPPP Preparation: Preparation of Storm Water Pollution Prevention Plans.
4. Site Operations: Including sampling data collection and results interpretation,
assistance with response to request or notices from regulators, coordination
of annual compliance certification and assistance in documenting changes to
site ownership (COI and NOT filings). Assistance with BMP implementation.
