Louis J. Zitnik Reservoir and Pump Station, Laguna Beach, CA

 

The Louis J. Zitnik Reservoir and Pump Station is located in the upscale community of Laguna Beach. RBF Consulting (RBF) provided design engineering, bidding, and construction administration services for this 5-million-gallon (MG) concrete reservoir, expansion of the existing Viejo Pump Station, a pressure- reducing station, and approximately 3,000 feet of 12-inch water line. The existing Viejo pump station building was expanded to house three new pumps with a new station capacity of 3,500 gallons-per-minute (GPM) and backup emergency power. This prestressed, circular reservoir is completely buried and within a permanent open space area restored to its native condition. Site grading presented unique challenges for the project. The grading operation, which incorporated deep caisson slope stabilization and revegetation, was successful in regrading the hillside to accommodate construction of the reservoir and pump station to a stable, natural hillside that serves both the Laguna County Water District and surrounding residences. State and local officials conducted a site visit during the winter of 1999, to review erosion control measures. RBF received high marks for the ingenuity and effectiveness of the measures taken to control erosion and address strict water quality standards in this coastal zone.
